Carol L. Berrigan

Carol L. Berrigan is Senior Director for Industry Infrastructure at the Nuclear Energy Institute. In this role, she is responsible for the organization´s workforce, nuclear manufacturing infrastructure, fuel supply and supplier-related activities. Ms. Berrigan, who re-joined NEI is 2003, also serves as Vice President of the Center for Energy Workforce Development, a member of the American Nuclear Society Board of Directors, manages the U.S. Women in Nuclear program and serves as industry liaison to North American Young Generation in Nuclear. Ms. Berrigan was with USCEA, an NEI predecessor organization, from 1992-1994.
From 1998 to 2003, Ms. Berrigan was Director of Marketing for Pulseworks, where she was responsible for managing marketing and business development functions. Ms. Berrigan was a Program Manager for Camber Corporation, a specialized engineering and management consulting firm in Washington, DC from 1994 – 1998. She supported several U.S. government programs related to climate change, renewable energy, energy efficiency and trade issues.
Ms. Berrigan received a Bachelor of Arts degree from the University of Chicago. She is also a member of the American Nuclear Society, U.S. Women in Nuclear, and WiN Global.
Trond Bjornard

Dr. Bjornard has several decades experience in the international nuclear fuels industry. He has served as Vice-President, Engineering, Vice-President, Worldwide Sales and Projects, for the Siemens Global Nuclear Fuels Group, and as President, Advanced Nuclear Fuels International.
Dr. Bjornard presently works at the Idaho National Laboratory, Nuclear Nonproliferation Division, as the Program Lead for Nonproliferation, Safeguards and Security for Advanced Nuclear Energy Systems. This program area is focused on strengthening the nonproliferation and security of advanced nuclear energy systems. He works extensively with the DOE-NE Fuel Cycle R&D program, the NNSA Office of Nonproliferation and International Security, and the International Atomic Energy Agency.
He received his BA with Honors in Physics from Kalamazoo College, and his M.S. and Ph.D. degrees in nuclear engineering from the Massachusetts Institute of Technology.
Dr. Bjornard is a member of the American Nuclear Society and the Institute for Nuclear Materials Management.
Milton Caplan

Milton Caplan is president of MZ Consulting, Inc., providing services to the energy industry with a focus on project/business development, energy economics and energy policy development.
He is a senior energy industry consultant with broad-based experience in international energy markets, having led a number of major nuclear projects and business development initiatives in Canada, the United States, Europe and Asia. This includes overall project development, strategy formulation, business model development, economic assessment, costing and pricing, strategic partnering, project financing, and contract negotiation. He has a very keen interest in issues related to the overall competitiveness of energy projects-both nuclear and renewable energy-and how deals will have to be structured to manage the risks.
Mr. Caplan has extensive experience working with Asian companies, having spent a significant portion of his career working on a number of different nuclear projects and initiatives with companies in Korea, China and Japan. He currently is working with Asian companies interested in making investments in the uranium mining sector.
He obtained his Bachelor of Engineering in nuclear engineering from Rensselaer Polytechnic Institute in Troy, New York, USA, in 1980 and an MBA from the University of Toronto in 1985. He is the current chair of the World Nuclear Association Economics Working Group and is on the faculty of the World Nuclear University where he teaches nuclear economics and nuclear plant structuring and financing.
R. Gene Clark

Dr. Clark has experience in both the trading and analysis of nuclear fuel markets and investment activities in nuclear assets. In 2009, he founded and is current President of TradeTech Energy. For the previous 15 years, he was principal and CEO of TradeTech, a US firm providing market information and consulting services to the nuclear fuel industry. Prior to this, he spent 5 years trading in nuclear fuel markets, most recently as Executive Vice President of Globe Nuclear Services and Supply, a U.S.-Russian joint venture company marketing Russian nuclear fuel, and before that as Director of Marketing for NUEXCO Asia Limited in Hong Kong. Prior to moving into nuclear fuel trading, Dr. Clark spent 3 years in nuclear fuel market analysis and consulting, as President of NUEXCO Information Services. Before that, he worked 9 years in the U.S. Department of Energy, as Director of Nuclear and Alternate Fuels Division of the Energy Information Administration, and 4 years in the Federal Energy Administration. Dr. Clark currently resides in Chapel Hill, North Carolina.
He received a B.S., with honors, from the University of Missouri in 1966 in Physics, and a Ph.D. in Nuclear Physics from Iowa State University in 1972.
Danny Einbund

Mr. Einbund has been Vice President (and co-founder) of New York Nuclear Corporation (NYNCO) since 1982. He joined the nuclear fuel industry in 1981 and has, since then, been active in all aspects of nuclear fuel brokerage. He is a founding principal of Washington Nuclear Corporation, publisher of the FreshFUEL newsletter and its associated Blended Financial Value uranium price indicator, and co-developer of the UraniumOnLine real time trading system for nuclear fuel (www.uranium.com). Mr. Einbund is a lawyer admitted to the Bar of the State of New York. He has made many presentations at industry conferences, and has taught law courses in the International Law School at the University of Montpellier. He was a member of the Executive Board of the Uranium Institute and served on the Board of Management of the World Nuclear Association. He has and continues to serve in a number of industry committees and working groups. He attended the City University of New York and Pace Law School.
Brian K. Frame

Brian Frame has been Director, Special Projects for NUKEM, Inc. since 1998. In this role, Brian manages NUKEM, Inc.´s beryllium and stable isotopes business, as well as provides market research and economic analysis on all aspects of the nuclear fuel market.

Jim Graham joined the Neutron Energy´s board of directors in the first quarter 2011 and chairs the committee on Project Development and Marketing. Jim established and is the Principal of his consulting company providing services to the front end of the nuclear fuel cycle based on over forty year experience in the mining and energy industries with the last twenty nine in the nuclear industry.
Mr. Graham retired in early 2009 after sixteen years as President and CEO of ConverDyn, the joint venture between affiliates of Honeywell International, Inc. and General Atomics where he managed the global marketing of conversion services from Honeywell’s Metropolis Facility in Metropolis, Illinois, USA.
In addition to his position at ConverDyn, he was a Senior Vice President of General Atomics and responsible for the company´s nuclear fuel cycle activities from 1992 until 2004. Prior to General Atomics, he held the position of President and COO of NUEXCO Trading Company. Before joining NUEXCO, Mr. Graham spent nine years with the French oil company, TOTAL as President and CEO of its North American mining entities. Mr. Graham also held the position of President and COO at General Exploration Company, a diversified energy company based in Dallas, Texas. He also held senior positions at Zapata Fuels, Inc., and Texas Gulf, Inc., all in the areas of the energy industry.
Mr. Graham is a former member of the Nuclear Energy Institute (NEI) Board of Directors. He has served as Chairman of the Board of Governors for the World Nuclear Fuel Market (WNFM) and is the past Chairman of the NEI´s Nuclear Fuel Supply Forum. Mr. Graham Co-Chaired the World Nuclear Association´s 2007 Global Nuclear Fuel Market study in London.
He received his bachelor´s degree in metallurgical/mining engineering in 1970 from Michigan Technological University.
Jonathan Hinze

Jonathan Hinze is Vice President, International Operations at The Ux Consulting Company (UxC), the world´s leading nuclear fuel cycle market consultancy. At UxC, he is responsible for a variety of consulting products. One of his main areas of focus is nuclear fuel supply & demand and the impacts of global nuclear energy growth on the nuclear reactor supply chain. Jonathan joined UxC in 2006 after over five years working in nuclear industry and consulting positions with the Federation of Electric Power Companies of Japan and International Access Corporation, both in Washington, DC.

Steve Kidd is Deputy Director General at the World Nuclear Association, the international association for nuclear energy based in London.
After a brief period as an economics tutor at Sheffield University, he followed a career as an industrial economist with leading UK companies. These specialized in the raw materials and engineering sectors and included Rio Tinto and Rover Cars. He practiced as an independent consultant from 1990 onwards and then joined the former Uranium Institute as Senior Research Officer in 1995. He became Director of Strategy & Research when the Institute became the World Nuclear Association in 2001 and assumed his current position in 2010.
He received his bachelors and masters degrees in economics from Queens´ College, University of Cambridge and was the winner of the Adam Smith Prize. He authors many articles on the commercial aspects of nuclear power, is a frequent speaker at conferences and meetings around the world and is the author of the recent book, "Core Issues – Dissecting Nuclear Power Today". Finally, he organizes and teaches at training courses for nuclear professionals in developing nuclear countries on behalf of the World Nuclear University.
Dr. Kim, Ki-Hak

Born in 1951. Dr. Kim received a bachelor’s degree in Commerce and Trade from Kyunggi University (1982), followed by his Master´s Degree in Business Administration at Sungkyunkwan University (1998), and Doctorate in Business Management at Seoul University of venture & information (Ph.D. in 2008).
Dr. Kim joined KNF as President and CEO in January 2010. He is responsible for all of KNF operations in domestic and abroad.
Prior to joining KNF, Dr. Kim was employed by Korea Electric Power Corporation (KEPCO) for over 30 years. All of the career, he worked for Korea electric power industry with KEPCO, where he served as Senior Vice President of the company.
Dr. Kim entered KEPCO in 1976 and served from 1987 until 1990 as a General Manager of New York branch in US. In 1998, following three years of assignment for KEDO (Korean Peninsula Energy Development Organization) project, which he was in charge of contracting. He was then assigned Vice President of Contract & Materials Management Department from 2005 to 2006. Dr. Kim became Senior Vice President of Seoul Division in 2007 and served until he joined KNF. Besides those assignments, Dr. Kim served in various posts mainly for administration and management at Korea Electric Power Corporation (KEPCO).
Dr. Kim is a chairman of Association of Korea-China-Japan Regional Economy & Culture since 2009. For his long dedication for Korean electric industry he was awarded Industrial Honor by the President of ROK in 2005 and Ministerial Honor by Ministry of Unification in 2000 since the contribution to the KEDO project.
Steven P. Kraft

Steven P. Kraft is Senior Director, Special Projects, at the Nuclear Energy Institute, where he leads the industry effort to establish one or more central interim storage facilities for used nuclear fuel. In addition, following the March 2011 accident at the Fukushima Daiichi nuclear complex in Japan, Mr. Kraft was one of four senior managers assigned to NEI´s Fukushima Regulatory Response group. Prior to October 2010, Mr. Kraft was Senior Director, Used Fuel Management. He led policy development and program management for used nuclear fuel management and transportation on behalf of the nuclear energy industry.
Mr. Kraft joined NEI at its formation in 1994 as a merger of nuclear industry associations. Prior to joining NEI, Mr. Kraft served the industry and its customers in similar capacities at the Edison Electric Institute beginning in 1979. At both EEI and NEI, he has held a series of progressively more senior positions being responsible for used fuel management and related areas.
Before joining EEI, Mr. Kraft held engineering, project engineering and research engineering positions with GPU Service Company starting in 1973 (including service on the TMI Accident Recovery Team immediately following the March 29, 1979 accident). Beginning in 1972, Mr. Kraft held a nuclear projects engineering position with General Dynamics/Electric Boat Division.
Mr. Kraft holds a Bachelor of Engineering in Mechanical Engineering, Pi Tau Sigma, from New York University (1972). He also holds two Masters degrees from Stevens Institute of Technology, Mechanical Engineering (1975) and Management Science (1980). He is a member of the American Nuclear Society and the American Society of Mechanical Engineers.
Steve Laflin

Steve Laflin is the President and Chief Executive Officer (CEO) of International Isotopes Inc., a publically traded company that is pursing construction of a first of its kind commercial depleted uranium and fluorine extraction processing facility.
Steve Laflin has been with International Isotopes since 1996, when he first started the commercial business which manufactures a full range of nuclear medicine calibration and reference standards, cobalt-60 teletherapy sources, and a range of radioisotopes and radiochemicals, such as Iodine-131 for thyroid cancer treatment.
Prior to 1996 Mr. Laflin has held various engineering, management, and health physics positions in the nuclear industry providing radiological engineering services for companies such as Lockheed-Martin, EG&G, Westinghouse, and Bechtel. Mr. Laflin first began his nuclear career in the U.S. Naval Nuclear submarine program.
Mr. Laflin has a Bachelors of Science degree in Physics from Idaho State University and serves in an advisory capacity for the ISU´s Health Physics program. He is a Director for the Council on Radionuclides and Radiopharmaceuticals (CORAR) and the East Idaho´s Partnership for Science and Technology. He is an outdoor enthusiast, an environmentalist, a pro-nuclear advocate, and a commercial pilot.
Patrick Lynch

Patrick Lynch is a technical staff member at Oak Ridge National Laboratory (ORNL) working in the Global Nuclear Security Technology Division. He supports both the International Collaboration and the Safeguards Concepts and Approaches teams within the International Safeguards Group, where he specializes in nuclear infrastructure development in the Middle East.
Previously, Patrick worked for the International Atomic Energy Agency (IAEA) for over three years in both the Safeguards Department and the Nuclear Energy Department.
He received a Bachelor of Arts degree in History from John Carroll University and a Master´s of Science degree in Applied Intelligence from Mercyhurst College Institute for Intelligence Studies. Patrick is also a Ph.D. candidate in the International Relations program at the University of Tennessee. Mr. Malone retired as Vice President, Nuclear Fuels at Exelon Generation Company, LLC at the end of October 2009.
Prior to joining Exelon Mr. Malone served as Vice President and Senior Consultant at NAC International from October 1989 until October 1999. Jim gained extensive international and spent fuel cask engineering experience while at NAC.
From July 1981 until October 1989 Jim was at SWUCO, Inc. as a nuclear fuel broker.
Jim became Manager of Economic Analysis at Yankee Atomic in 1978.
In 1968, Jim began his career in nuclear power as an engineer in the utility reactor core analysis section of the nuclear engineering department of United Nuclear Corporation (UNC).
Jim received a B.S. in chemical engineering (nuclear) at Manhattan College, Bronx, New York in 1968. In 1972 Jim completed an MBA at Iona College, New Rochelle, New York where he was awarded the Graduate School of Business Award for Academic Excellence.

Christopher E. Paine

Christopher E. Paine directs the Nuclear Program of the Natural Resources Defense Council in Washington, DC, which he joined in June 1991 after five years with Senator Edward M. Kennedy, a member of the Senate Armed Services Committee, where he helped to guide congressional initiatives ending US production of plutonium for weapons and underground nuclear test explosions. In the 1980´s Paine was a consultant to Princeton University´s Project on Nuclear Policy Alternatives, a research fellow at the Federation of American Scientists, legislative director for the Physicians For Social Responsibility, a staff consultant for nuclear nonproliferation policy with the House Subcommittee on Energy, Conservation & Power, and a co-founder of national grass roots campaigns to enact a nuclear weapons freeze and stop deployment of the MX intercontinental ballistic missile. A leading advocate for the Comprehensive Nuclear Test Ban Treaty (CTBT), he was among the first Westerners to visit the Soviet Union´s closed nuclear cities. A 1974 graduate of Harvard College, Paine is the author or co-author of numerous NRDC reports and articles in leading national and international publications on nuclear proliferation and national security policy.
Kenneth S. Petersen

Ken Petersen was named Vice President of Nuclear Fuels for Exelon Nuclear in June 2009. As Vice President, he is responsible for overseeing the entire Nuclear Fuels organization, which focuses on fuel operations, supply, spent fuel storage and the elimination of fuel failures and channel distortion issues.
Ken joined the company in 1988. He has held several positions in commercial and technical areas. He was then named the Technical Director and Fuel Supply Director for 7 years. As director in Fuels, he played a key role in developing the long term fuel procurement plan and handled most technical aspects of utilizing the fuel in the reactor. In August 2008, Ken was named Fuel Supply and Spent Fuel Senior Director.
Ken earned his master´s and bachelor´s degrees in Nuclear Engineering from the University of Wisconsin in Madison, WI.
Christopher S. Pugsley

Christopher S. Pugsley focuses his legal and political practice on environmental and energy issues, as well as government contracting and regulation and constitutional issues. Many of the issues his practice involves include drafting and implementing legislation, regulatory and contract counseling and litigation, contract and license drafting, mine and occupational safety and health counseling, and risk assessment and management.
Mr. Pugsley´s environmental practice consists of statutory and regulatory analyses, development of new policies, and the conduct of administrative litigation regarding Nuclear Regulatory Commission (NRC), Environmental Protection Agency (EPA) and State-based issues related to the possession and use of radiological and hazardous materials, operating fuel cycle facilities, and the decommissioning of nuclear and mineral processing facilities. Mr. Pugsley specifically works or has worked with the National Mining Association (NMA), the Food Irradiation Processing Alliance (FIPA), and the Gamma Industry Processing Alliance (GIPA) and other NRC/Agreement State licensees on issues of concurrent federal/state regulation of nuclear facilities, federal preemption of State regulatory authority under the Atomic Energy Act, licensing under and compliance with NRC and State regulations, and transportation of hazardous materials. Mr. Pugsley works with various technical consultants assisting in decommissioning of contaminated facilities, including fuel cycle and reactor facilities. Further, Mr. Pugsley is one of the primary attorneys on the recent Hydro Resources, Inc. (HRI) litigation before NRC and, currently, the United States Court of Appeals for the Tenth Circuit on NRC and EPA issues.
With respect to political issues, Mr. Pugsley currently works with several commercial companies and industry groups in assisting them to achieve legislative goals and improvements to regulations and policies with federal and State entities such as the United States Congress, NRC, Department of Energy (DOE), EPA, OSHA, and Department of Transportation. Mr. Pugsley also serves as a consultant for these companies and groups on international radiation and transportation issues, as well as domestic rulemakings such as OSHA´s planned revisions to its ionizing radiation rules.
Mr. Pugsley received his Bachelor of Arts degree in Politics from Washington and Lee University in 1998 and his Juris Doctor degree from The George Washington University School of Law in 2001. John Ritch

John Ritch came to the WNA in January 2001 after seven years as U.S. ambassador to UN organizations in Vienna, among them the International Atomic Energy Agency and the Comprehensive Test Ban Treaty Organization. In Vienna, he was active in promoting the IAEA´s global strengthened-safeguards system and new conventions on nuclear safety. He participated in the U.S.-North Korea nuclear negotiations and the UN Conferences reviewing the Nuclear Non-Proliferation Treaty in 1995 and 2000.
Previously, Amb. Ritch was a staff adviser to the U.S. Senate Foreign Relations Committee for 22 years, specializing in East-West relations and nuclear arms control. During that period, he was also an entrepreneur, heading a real estate development company and co-founding a multinational enterprise marketing fitness-related products throughout Europe. He is a graduate of the U.S. Military Academy at West Point and holds a Master´s Degree in Philosophy, Politics and Economics from Oxford University, where he studied as a Rhodes Scholar.

Mr. Schwartz is a Principal at Energy Resources International, Inc., a Washington-based energy consulting firm, which he co-founded in 1989.
Mr. Schwartz has provided consulting services to electric utility companies, suppliers, industry associations, and government agencies on an international basis since the mid 1970s. His areas of involvement have included market analyses for all components of the nuclear fuel cycle, including uranium supply, conversion services, uranium enrichment services, fuel fabrication, and spent fuel storage and disposal. Mr. Schwartz began his career with the General Atomic Company in 1972 where he held various positions in high temperature gas cooled reactor (HTGR) physics, safety analysis, and fuel management. In 1975 he joined General Atomic International where he worked in support of the company´s international ventures. In 1976, he joined Pickard, Lowe and Garrick, Inc., a nuclear engineering consulting firm in Washington, D.C. He was also involved in a broad range of power plant technical, managerial, licensing, and risk analysis activities.
Mr. Schwartz received both his B.Sc. and M.Sc. degrees in nuclear engineering from the University of Michigan and is a Registered Professional Engineer in the State of California.
Ken Seitz

He was promoted to vice-president marketing strategy and administration in 2009. Previously he held increasingly responsible positions with Cameco, including vice-president corporate development and power generation.
He previously held engineering and business roles in the oil & gas industry in Calgary, prior to rejoining Cameco in 2004. He was a mechanical engineer with Cameco at the McArthur River and Cigar Lake projects prior to moving into the oil & gas industry in 2000.
Mr. Seitz graduated with a BSc. from the University of Saskatchewan, before receiving his mechanical engineering degree from the same institution in 1996. He earned an MBA from the University of Saskatchewan in 1999.

He has served as an expert witness, an independent arbitrator, a uranium marketing agent, and has prepared numerous reports on uranium enrichment activities.
From 1990 through early 1993, Mr. Witzel was employed by NUEXCO Trading Corporation and Globe Nuclear Services and Supply (GNSS), the NUEXCO – TENEX joint venture.
Prior to 1990, Mr. Witzel was employed by Pacific Gas and Electric (PG&E) for 23 years, responsible for out-of-core management of nuclear fuel. As Director of Nuclear Fuel Management, his group had responsibility for supply/demand forecasting, fuel cost forecasting, contract negotiations, administration, fuel cost and nuclear fuel lease accounting.
Mr. Witzel received his Bachelor of Science degree in Business and Industrial Management from San Jose State University and a Masters of Business Administration degree from Golden Gate University.
